Settled events move to archive states with durable historical snapshots when they retain standalone informational value.

Settlement handling
When a provider confirms settlement, the publisher worker transitions catalog state using archive rules. Public pages continue to serve the last valid snapshot rather than calling external providers on render.
Archive states
High-value settled pages may remain indexable as archived pages. Low-value settled pages may remain accessible with noindex. Suppressed or duplicate pages redirect or return removal statuses per the public route matrix.
Limits
Late provider corrections require lifecycle audit events and a fresh snapshot before reopening or changing archive classification.
